Berkeley Homes' Proposal to build 2,200 homes on the green belt around Hayes Farm

Berkeley Homes have submitted a formal application to build 2,200 homes on the green belt around Hayes Farm. You can see the details available on the Bromley Planning Portal, under reference 26/02199/OUT. We urge all residents to comment on the application using the portal.

The application has now appeared on the GLA website - and residents can comment on this application as well. We are told that the application has appeared on this site because the size and nature of the development meets “statutory referral thresholds”. This enables the London Mayor to review the proposals and provide comments, which Bromley Council must consider, alongside other consultation responses before making its decision. After the Council reaches a decision, the application may be referred back to the Mayor, who can either allow the Council's decision to stand or, in limited circumstances, direct that the GLA takes over determination of the application.

The deadline for comments on the Bromley planning portal is currently 14th August 2026 (although it may be extended). We do encourage all residents who feel strongly about this planning application to enter their comments on the Bromley portal if you can.

While the majority of residents we have consulted have said they are opposed to the development (as indeed are we) you may of course be in favour of it, and you can enter your comments of support in the same way.

Possible reasons to object

You can enter your comments in your own words of course, but these are some of the comments people have made to us:

The development constitutes inappropriate development in the Green Belt; it would cause a loss of openness, it would result in significant urban sprawl where Bromley Town would merge into Hayes, both areas with distinctly different characteristics.

The green belt needs to be protected - it cleans the air we breathe, it keeps us cool and any development would be a significant threat to the animals and wildlife who live there.

The green belt is a significant feature of living in Bromley, we owe it to future generations to protect the green belt. 

There would be significant impact on traffic and highways - Hayes Lane is already congested, suffering from repeated traffic jams that affect all modes of transport including public transport. It is the main route to Bromley FC ground, which has become increasing popular as the football club has ben promoted to the English League.

Building this number of new homes would have a major impact on the local infrastructure - GPs surgeries are already over subscribed.

Building this number of homes in this area would be a major flood risk.

Background

The application is what's known as a hybrid application - an outline application for a  "mixed-use development of up to 2,200 new homes with associated commercial and healthcare uses, open space, and infrastructure", with a detailed application for the first phase of the development - "578 homes, retail/commercial uses, associated open space and infrastructure".

Phase 1 stretches from George Lane to Rookery Lane and up to Norman Park, including a new connective route between Hayes Village and Norman Park. Phase 1 proposes 578 homes: 440 two‑, three‑ and four‑bedroom houses, and 138 one‑, two‑ and three‑bedroom apartments.

All parties have committed to protect the green belt but we must be aware of the risk of intervention by the London Mayor if Bromley Council do not follow a full, robust planning process.
