Conference Agenda

The Final Conference Agenda sets out the motions selected for debate, along with other key agenda items taking place in the Conference Hall.

EMERGENCY AND MINI MOTIONS

Emergency Motions

Emergency Motions are a way of raising urgent issues at Conference.

Emergency Motions may be either policy or business motions, but they must address an issue that has arisen or an event that has occurred since 26th March 2025. They should be concise, with a maximum length of 250 words.

Emergency Motions can be submitted by Local Parties, the Welsh Party Board, Welsh Party Committees, or any group of 20 members of the Welsh Liberal Democrats.

Submission Deadlines:

  • If the issue arose before the Conference, motions must be submitted by 10:00 am on Saturday, 5th April.
  • If the issue arises during the Conference, motions may be submitted up until 12:30 pm on Sunday, 6th April.

Motions should be emailed to conference@libdems.wales, including:

  • The name of the Local Party, Committee, or members submitting the motion.
  • The names of the members who will be proposing and summating the motion at the Conference.

Mini-Motions

A New Way to Propose Policy Ideas

At this Conference, we are introducing Mini-Motions—a new opportunity for members to share ideas and discuss them with the wider party membership.

Unlike formal motions, Mini-Motions do not commit the party to a policy position. Instead, they provide a space to float ideas, spark discussion, and gauge interest from fellow members.

The Conference Committee has shortlisted nine Mini-Motions available to read here. As time is limited, members are invited to vote for the ones they would most like to see debated. Voting is open until midday on Friday, 4th April. Members can cast their votes here.

The order in which Mini-Motions will be debated will be published on Saturday morning, ahead of the first Mini-Motions session at 11:30 am. Additional Mini-Motions will be debated throughout the weekend as time allows, in the published order.

These fast-paced and engaging debates will last 10–15 minutes each. The proposer will introduce their idea, followed by brief contributions from other members. After the discussion, the proposer can outline their next steps— for example, they could invite others to form a group to develop the idea into a full motion for a future Conference, or take time to reflect on the views expressed by fellow members.

The first set of candidates selected for next year's Senedd election will be announced towards the start of the event.

After the day's proceedings, there will be a break for everyone to prepare for the Conference Dinner. A drinks reception for attendees will begin at 18:45, followed by dinner at 19:30.

Thw Conference Dinner is a ticketed event. A very small number of tickets remain. Members can buy tickets when registering for Conference or via our dedicated ticket page, while those representing organisations can find out more on our opportunities webpage.

CONFERENCE REGISTRATION

 

Everyone is welcome to attend the Conference and your registration will give you access to debates in the conference hall, fringes and the exhibition. While only members of the Welsh Liberal Democrats are able to vote on motions, all members of the Liberal Democrats and Observers with relevant expertise can participate in debates. Party members and staff (party and Parliamentary) are also be able to attend training sessions.
