McArthur speaks ahead of DRS debate: Government must not put haste before detail
Speaking ahead of the parliamentary debate on the Scottish Government’s Deposit Return Scheme (DRS), Scottish Liberal Democrat climate emergency spokesperson Liam McArthur MSP has confirmed that he will vote in favour of a pause to the scheme and called on SNP and Green MSPs to sufficiently address the concerns of businesses.
Industry experts have described it as “impossible” for DRS to be introduced in August. Drinks manufacturers have repeatedly criticised the government for not providing enough information on potential costs and trade barriers.
Mr McArthur said:
“In this week’s parliamentary debate, I will be calling for the government to pause the Deposit Return Scheme and to reassess the current timeframe for implementation. Businesses cannot be expected to sign up for something which puts haste before detail.
“Scottish Liberal Democrats were the first party to call for a deposit return scheme and we have consistently urged the Scottish Government to learn from successful schemes elsewhere in Europe.
“A key part of implementing a successful DRS is working in tandem with businesses. Having engaged with many local stakeholders trying to get answers, I know that there is still a crucial lack of clarity about how the scheme will work in practice. SNP and Green MSPs should be listening to stakeholders in their own constituencies, who will doubtless raise similar concerns.
“Nicola Sturgeon’s resignation carries with it the opportunity for a fresh look at DRS. The Scottish Government should use that opportunity to press pause on the scheme, break down the costs for producers and fully address their concerns. If they do not do this, they risk harming businesses, damaging public confidence and weakening the overall case for a deposit return scheme.”
