The English Party Board is responsible for the administration and delivery of the Liberal Democrat ambitions and objectives as set out by the English Party Assembly.

What are the main activities of the English Party Board?

As per the Article 6.4 of the English Party Constitution, the functions of the English Party Board shall be:

(a) to co-ordinate the activities of the Regional Parties;

(b) to establish a Regional Parties and Mediation Committee and an English Candidates Committee in accordance with the rules laid out in these Articles

(c) with the agreement of a Regional Party to exercise or provide for the exercise of any of the powers and functions of that Regional Party;

(d) to act, through the Regional Parties and Mediation Committee, as a mediator in disputes between Regional Parties or between a Local Party and a Regional Party;

(e) to manage the finances of the Liberal Democrats in England and, as part of that function,

    i) to negotiate financial arrangements with the Federal Party and to set a budget each year;

    ii) to determine the amount of membership income to be remitted to the Regional Parties;

    iii) to determine service fees to be paid to Local Parties for recruitment and collection of renewal subscriptions;

    iv) to determine the level of grants to Affiliated Organisations and other bodies in the Party to carry out work in England;

    v) if thought fit, to borrow money for the purposes of the Liberal Democrats in England and give security for borrowings, subject to a cap being set by the English Party Assembly;

    vi) if thought fit, to guarantee and give security for borrowings by any Regional or Local Party in England subject to a cap being set by the English Party Assembly;

    vii) to raise funds by such means as may be thought fit, but so that no funds may be raised in ways which may conflict with fund raising by the Federal Party without consultation with the Federal Treasurer;

    viii) to keep proper accounts and accounting records of the Liberal Democrats in England in accordance with the law, and for them to be independently audited;

    ix) to ensure that accounts are delivered to the Electoral Commission as required by the law, including regarding political finance;

    x) to agree a policy for receipt and disbursement of monies on behalf of the Liberal Democrats in England, including limits on delegated authority for different categories and amounts of expenditure or disbursement;

    xi) to appoint a substitute member for the Federal Finance and Resources Committee should the English Treasurer be unable to attend a specific meeting.

Who makes up the English Party Board?

As per the Article 6.1 of the English Party Constitution, the English Party Board will consist of:

The Chair of the English Party Assembly;

The Chairs of Regional Parties;

One member representing English MPs in the House of Commons;

One member elected by principal councillors and executive mayors in England;

One member elected by Affiliated Organisation(s) representing youth and/or students in England;

The Executive Officer for Candidates;

The Executive Officer for Diversity;

The English Treasurer.
